Personal Health Care and Federal Program Expenditures

Personal health expenditures per capita, Medicare expenditures per beneficiary, and Medicaid expenditures per beneficiary are measures of the cost of healthcare in the United States.

Metrics Calculation:

This measure contains information on Personal Health Care Expenditures Per Capita, total Medicaid spending per enrollee and total Medicaid spending for benefits (personal health care) per enrollee, and total Medicare spending per enrollee and total Medicare spending for benefits (personal health care) per enrollee.

The calculations converting the nominal dollar values of National Health Expenditure data to 2013 Adjusted dollars were performed by the Office of the Assistant Secretary for Planning and Evaluation using the Bureau of Labor Statistics Consumer Price Index (CPI) to adjust for inflation (http://www.bls.gov/cpi/cpifaq.htm#Question_1). The Health System Measurement Project uses the CPI for all nominal value conversions. The CPI adjusts values for economy-wide inflation rather than health care-specific inflation. Note that inflation-adjusted estimates of National Health Expenditures produced by the Centers for Medicare and Medicaid Services Office of the Actuary adjust for inflation using other indices, including indices that are specific to the type of expenditure. Definitions:

Benefits (personal health care): Equivalent to the goods and services that are purchased

Total spending (health consumption expenditure): Equivalent to benefits plus government administration and the net cost of private health insurance

Personal health care expenditures per capita is composed of the following categories for per capita spending:

    • Physician and Clinical Services

    • Prescription Drugs

  • Dental Services

  • Durable Medical Equipment

    • Home Health Care
  • Hospital Care

  • Health Insurance

  • Nursing Care Facilities and Continuing Care Retirement Communities

    • Other Non-Durable Medical Equipment

    • Other Health, Residential, and Personal Care

  • Other Professional Services

  • Other Health Insurance Programs

  • Other Third Party Payers

  • Private Health Insurance
